GenPro Energy Development partnered with Elmington Capital Group to integrate renewable energy into one of the region’s largest affordable housing developments. The Camden Heights Solar Project brings clean, affordable energy to 252 apartment units serving seniors and low-income families in Rapid City, South Dakota.

The Challenge
Integrate renewable energy into a large-scale affordable housing development to stabilize utility costs for 252 apartment units while creating a replicable model for sustainable community development in South Dakota.
GenPro Energy Development’s scope began with an initial feasibility study that included design, production estimates, financial analysis and models, potential funding sources, ITC adder applications, the interconnection application, and a determination of whether the project could support the addition of energy storage. GED managed the interconnection process with Black Hills Energy, including facilitating the design of the campus electrical distribution system, PUC compliance for the campus master-meter, and providing projected production and consumption data for the PPA rate case study.
Construction for the solar array began in August of 2025. The project is expected to go online in February 2026.
